In the fall of 2024 a group of representatives began to meet to continue the work set forth with the send-off and mobilization of the 2-218 Battalion of the Oregon Army National Guard. The founding members at the time of incorporation of the CMV Alliance were Tim Rippe, Denise Giesbers, Jordan Miller, Mike Eschete, Flynn Phillips, Leann Babcock, Leon Ransom, Teresa Greeno, and Fred Broadwater.
Tim Rippe is a founding member and President of the CMV Alliance and serves as the Chair of the Board of Directors. He is a retired U.S. Army officer with over 22 years of
Active-Duty service. After retiring from the military, Tim was employed as a supply chain manager with several companies and finally settled in Forest Grove, Oregon in 2004.
Tim continued his life of service as a Forest Grove City Councilor from 2016-2024 and with various other organizations such as Rotary International, Habitat for Humanity and The Forest Grove Senior and Community Center.
Tim is a life-time member of the American Legion Post 2, American Veterans (AMVETS), Disabled American Veterans (DAV), Military Officers of America Association
(MOAA) and the West Point Association of Graduates. He also assisted in forming the Forest Grove Veterans Action Network (FGVAN) dedicated to assisting and advocation for local veterans.
Tim is an avid reader, especially history, and pursues other interests such as family genealogy research, wood working, painting, gardening and travel. He is blessed with a
wonderful wife, 4 children and 10 grandchildren.

Denise Giesbers is a founding member and currently serves as the Secretary of the Board for CMV Alliance. She is currently the Director of Military & Veteran Services Outreach at Pacific University, where she has led the development of inclusive, impactful programs that support Oregon’s military-connected students and communities. Her work centers on building bridges between civilian and military life through education, events, and resource navigation.
Denise has coordinated initiatives in collaboration with ODVA, WA CO DAVS, Returning Veterans Project, the American Legion and the Oregon National Guard. She is also an active collaborator in building military and veteran-focused alliances across public and private sectors.
Her dedication to service has been recognized with numerous honors, including the Artillery Order of Molly Pitcher, awarded for outstanding voluntary contributions to the U.S. Field Artillery community, and a commendation from the American Legion for advancing military support throughout Oregon.
With deep commitment and strategic leadership, Denise continues to advocate for those who serve and foster belonging across all corners of the state.

Jordan Miller is a third-generation Oregonian with a lifelong commitment to service and community. Originally trained in Fire Science, his path shifted to real estate in 2013, where his education-based approach to housing and life planning earned him national recognition as one of the Top 30 Realtors in the Nation Under 30. He has completed the Harvard Master Class in Negotiation, strengthening his skills in communication, leadership, and creative problem-solving. Beyond real estate, Jordan actively serves on multiple boards and committees, from the Forest Grove School District Budget Committee, Linfield Business Advisory Board to the CMV Alliance, Jordan always seeking ways to find solutions that benefit the residents of our state and local communities.

Leanne is a Total Force Citizen Airman with 22 years, and counting, in uniform. A native of Hillsboro, Leanne started her Air Force career in 2003 as an enlisted vehicle mechanic in the Oregon and California Air National Guard. She commissioned through the Air National Guard Simultaneous Member Program at San Diego State University and served four years Active Duty and 12 years Air Force Reserve. She recently rejoined the Oregon Air National Guard as the A4 Director of Logistics at Joint Forces Headquarters in Salem. She has deployed five times and worked in a variety of executive, operational, and joint staff positions. Leanne stewards the Dauntless Veteran Foundation as their Executive Director helping Veterans translate their talents from the field to the farm through agriculture. When not in uniform you will find Leanne serving the Veteran community through the many organizations she is active in, teaching fitness classes and roaming around wine country.

Stephen “Flynn” Phillips is a retired US Navy Senior Chief Hospital Corpsman, FMF served with the Marines during Vietnam, retired in1988 off The Aircraft Carrier USS America CV -66 with over 20 years of service. Using GI Bill, Phillips obtained a bachelor’s degree in
health care administration from
Concordia University in Portland
Oregon.
Phillips has held many leadership
positions at The American Legion
Post74 in Estacada, department (state), including Post service officer, Post Adjutant, District Commander, District Finance Officer, Department Commander, and is the Current Department Adjutant, (COO).
Phillips, serves congresswoman Andre Salinas’ Service Academy nomination panel as the US Navy representative.
Phillips is a strong advocate for The
American Legion’s Be the One mission to prevent veteran suicide. He emphasizes inclusivity in the American Legion Family through the theme, Better Together!
Phillips and his wife, Kathy, have two
daughters, Stephanie and Erin, and two granddaughters.
