Forest Grove Military & Veterans Tribute Park

The Forest Grove Military & Veterans Tribute Park is envisioned as more than a traditional memorial. It will be a welcoming community space that honors service, preserves stories, encourages learning, and recognizes the many ways service continues after military duty ends.

The Tribute Park will recognize veterans and currently serving military members while also acknowledging the families, supporters, and community members whose lives and contributions are part of the larger story of service.

Create opportunities for gathering, education, conversation, reflection, and belonging.

Develop an accessible and enduring community resource that can grow with Forest Grove for generations.


What Happens Next?

Community feedback will be considered alongside accessibility, site conditions, environmental stewardship, programming opportunities, long-term maintenance, City planning requirements, and available resources.

The concepts shown are part of an ongoing community-guided planning process. Survey participation does not constitute a formal vote, and the most frequently selected response will not automatically determine the final outcome. Every response will help identify community priorities and inform the next stage of planning.

The Tribute Park is still being shaped—and community participation is an essential part of that process.


We are currently evaluating two potential locations and two preliminary design concepts. No final decision has been made about the site or the design.

Two Locations Under Consideration


Lincoln Park

Lincoln Park offers visibility, flexibility, and opportunities to create a new community destination. The location could support educational features, ceremonies, public programming, gathering spaces, and future expansion.

Opportunities being explored include:

    • A flexible space for gatherings and community events
    • Educational and interpretive features
    • Potential amphitheater-style programming
    • Connections to future community recognition
    • Room for the Tribute Park to evolve over time


Thatcher Park

Thatcher Park offers an established recreational setting with existing amenities and regular community activity. A Tribute Park at this location could complement current park uses while adding places for reflection, gathering, and learning.

Opportunities being explored include:

    • Integration with existing recreational uses
    • Additional seating and gathering areas
    • Support for ballfield visitors and community events
    • Educational and reflective features
    • Connections with possible future transportation improvements


Two Design Concepts

These concepts are preliminary and are intended to help the community explore what the Tribute Park could become.

Common Ground

Common Ground emphasizes connection, shared experiences, education, and flexibility.

The concept creates a welcoming place where people can gather for ceremonies, community programs, conversations, and everyday visits. Its adaptable design could support additional educational features and recognition opportunities as the Tribute Park grows.

Garden of Light

Garden of Light emphasizes remembrance, reflection, and quiet connection.

The concept creates a contemplative landscape where light, plantings, pathways, and meaningful design elements work together to honor service. It provides visitors with a peaceful place to pause, remember, learn, and reflect.

Garden of Light offers:

  • A reflective and contemplative environment
  • Meaningful use of light and landscape
  • Intimate spaces for remembrance
  • Opportunities for interpretive and educational elements
  • A peaceful setting within an active community park

A Journey of Service

Military service does not begin or end at a single moment.

The Tribute Park is being designed to represent a broader Journey of Service:

Call to Serve • Service and Sacrifice • Homecoming • Continuing Service • Remembrance and Reflection • Legacy


This journey recognizes that people leave their communities to serve and return with experiences, leadership, skills, and a continuing commitment that strengthen the communities they helped protect.


The Tribute Park will help preserve these stories and make them accessible to future generations.

A Collaborative Community Initiative

The Forest Grove Military & Veterans Tribute Park is being developed through collaboration among veterans, military-affiliated individuals and families, community members, local organizations, project partners, and the City of Forest Grove.

The Forest Grove Veteran Action Network is leading the community-guided planning process, with the Community, Military, and Veteran Alliance of Oregon providing nonprofit partnership, community engagement, communications, and project support.

Together, these partners are working to ensure that the Tribute Park reflects Forest Grove, honors the many dimensions of service, and becomes an enduring community asset.
